Technology Plan Approval Process

Introduction

Over the past year, the Pennsylvania Department of Education has been collaborating with various education stakeholders across the Commonwealth to develop a comprehensive framework to allow for streamlined strategic planning. In addition to these efforts, work has begun on a new comprehensive on-line tool that would permit school districts, charter schools, area vocational technical schools, and intermediate units to create and manage a single strategic plan for Educational Technology, Chapter 4 Education, Professional Development, Teacher Induction, Special Education, and District Improvement.

The anticipated availability of the comprehensive on-line tool is Summer 2005, at which time every LEA due to submit a plan for Phase 1 of Chapter 4 Education, Teacher Induction, Professional Development, and/or Special Education in 2006, will begin to use the new framework and on-line tool to create a single district strategic plan, which will include the technology plan components.

As a result of this development and in an effort to reduce administrative burden prior to the adoption of the consolidated framework, changes have been made to the current technology plan process.

For LEAs with technology plans that expire on June 30, 2005 and for LEAs without existing technology plans

The Pennsylvania Department of Education will not require any LEA with a technology plan that expires June 30, 2005, or without an existing technology plan to create and submit a new extensive 3-year technology plan. However, to ensure that local education agencies have current strategies to meet educational technology challenges and that funding compliance is met, all LEAs will now complete a simple, on-line plan application/extension via this website.

Please note: The technology plan term will expire on your due date for Chapter 4 Education, Teacher Induction, Professional Development, and/or Special Education. At that time you will be required to submit a multi-year district strategic plan via a new online tool which will become available in 2005. Also, the extension/application found at http://www.etechplanner.org should be submitted prior to submitting a Form 470 for Year 8 E-Rate funding.


For LEAs with technology plans that expire in 2006 or 2007

Those entities with a technology plan that is due in 2006 or 2007 but want to amend their plans to meet SLD requirements for E-Rate funding purposes should also use the on-line application to amend their currently approved plans.

The on-line technology planning tool

The login information for this tool consists of the LEA’s AUN and the user id and password of the person who is the contact for the previous plan. Email etechplanner@caiu.org for assistance.

Those familiar with the previous eTechPlanner tool will notice some important differences, both in structure and content. The new on-line tool provides a quick and simple process to update your strategies for meeting your educational challenges and to meet the five criteria established by the FCC for E-Rate funding eligibility.

Archived data from your plan technology plan can be downloaded and printed from this site. Also, the goals and objectives from your archived and approved technology plan have been pre-populated into this tool. You will need to determine whether each goal –

  • Has been met and/or is no longer applicable to your plan
  • Is not yet met and/or is ongoing.

If a goal is not yet met and/or is ongoing, it will be carried forward to the next step of your technology plan, where you may also edit and add goals if necessary. Goals should reflect an emphasis on education.

Objectives will neither be carried forward nor will they be required for goals listed in this plan; however, for each goal listed, you must provide

  • Strategies (activities) to support that goal
  • Professional development to support effective strategies
  • The method of evaluation to be used to determine whether the goal is being, or has been, met.

For each strategy, you must include the following in the appropriate areas provided:

  • Any technology or services required (including costs) to support that educational goal
  • The funding sources that will be used in order to obtain the technology or service.

After submission, the plan will be reviewed. The LEA will then receive either approval via e-mail or a request to edit and re-submit the plan.

Please note: Data provided in the tool (i.e., goals, strategies, professional development, evaluation) should only beinformation relevant to the LEA up to the expiration of the new technology plan/extension. For instance, if you will be filing a comprehensive, multi-year district strategic plan on September 30, 2006, do not include a technology or service that you will be purchasing/leasing after September 30, 2006, in this technology plan/extension. That information will be part of your comprehensive strategic plan filed in 2006.
