As a workaround, you can access the Form 471 application page directly at: http://www.sl.universalservice.org/menu.asp. The SLD homepage appears to be the only page having problems.
USAC senior administration officials are aware of the problem and are working on a fix.
Don't forget, the deadline to file your 471 is tomorrow, Thursday, February 7.
