E-rate Clarification on Video CODEC Eligibility

As you know, this year the SLD updated its eligible services list and made eligible some previously ineligible items, including non-internal modems and codec/decoders (CODECs). Because their list created some confusion regarding codecs, they have removed the term 'video codec.'
Specifically, any CODEC is eligible for E-rate as long as it is either part of an eligible component or carries signals to an end user piece of equipment. However, end user equipment, such as cameras, are ineligible.
