E-rate Update - FCC Denies PA's Request for Rural Waiver
Message Posted January 14, 1998

As you know, in September, the PA Public Utility Commission (PUC) formally petitioned the Federal Communications Commission (FCC) to waive the definition of "rural" for nine counties as they were grossly misclassified as urban counties under the definition adopted by the FCC in their May 7, 1997 Order that created the E-rate program. It is with regret that I inform you that Pennsylvania's request for waiver has been DENIED by the FCC. So for the purposes of determining your discount according to the FCC discount matrix, Butler, Carbon, Columbia, Fayette, Lebanon, Perry, Pike, Somerset and Wyoming Counties should use their "urban" classification.
